The blog post, by Tom Davenport, is a response to criticism of the U.S. intelligence agencies for not keeping accused underwear bomber Umar Farouk Abdulmutallab off the Christmas Day flight from Amsterdam to Detroit, and widespread questions about why agencies failed to "connect the dots" or "put the pieces together."
