IFLA offers international scholarships to students and IT professionals in Asia and Oceania. The scholarship link is: http://www.ifla.org/VI/1/admin/scholarasia.htm. Also, http://www.ifla.org may be helpful as a general international resources site.

Also, if there is an Operational Rotary Club in this student's country, then he or she may be eligible for a Rotary Ambassadorial Scholarship, providing that he or she has finished two years of undergraduate study. The Council on Library and Information Resources (CLIR) offers an annual scholarship for a student of library and information science to attend the yearly meeting of the International Federation of Library Associations and Institutions (IFLA). Vietnam Education Foundation
The Vietnam Education Foundation (VEF) is accepting fellowship
applications from Vietnamese nationals who have been admitted to U.S.
graduate schools in the following fields: Natural Sciences and
Environmental Sciences, Physical Sciences, Mathematics, Technology
(including Information Technology), and Medicine (including Public
Health).

The Vietnam Education Foundation is a newly established independent
federal agency aimed at building stronger relations between the United
States and Vietnam through education, primarily through scholarships and
educational exchange.
